Searching fees charge for issuing EC

I applied for Encumbrance certificate. I asked if the certificate can be got within 4 working days as they said to come after 7 to 10 working days .then they said i need to pay something known as searching fees to get it done quickly.
they asked me to pay INR 200 for issuing a EC for 15 years .the price was actually Rs.250 or so , but then i had to pay 450 INR , but get a bill for INR 250 only.
