Unofficial demand (Bribe) for changing the property tax paid name

Dear Sir,
The Whitefield BBMP Office (near Forum Value Mall) asks for Rs. 2000 per person when we request for changing the property tax payer name from Builder to owner. This is the first time we are paying property tax of new flats (which we occupied this year). Previously, the tax payer name was of the Builder, when we request the BBMP official to change it to our name while paying this year tax then they are asking Rs. 2000 per flat for which they can NOT provide receipt as it like Bribe. This has happened to all the flat residents of Whitefield, Bangalore and we are forced to pay.
Could you please help us in this regard.
