Anti Social Elements in TAX department LVO 035, INDIRANAGAR
I been to LVO 035 INDIRANAGAR VAT branch to submit cheque of my Quarter VAT(Jan-Mar 2011). I filed on-line on 13th April, but I could not submit the cheque at the same day, since it was holiday, the next day 14 th I was busy with my work , on 15 h again it was public holiday and finally 16th i went to VAT office to submit my cheque. the concerned officer told me there is delay of 1 day and you will be penelized, where you are supposed to submit before 15th. I requested the officer saying that I filed online before due date, but I didn't submit the cheque before the due day. is there any exceptions in such case. The officer answered you should pay penalty amount approximately 450/- or you decide how much you pay me to avoid the penalty. I was embarrassed by his unethical approach and said onto his face, asking bribe is nothing but asking for ********** to eat of the same person. I told him you give the receipt I'm ready to pay the penal amount, he was surprised and spoke to his colleagues. one of his colleague took me to his working table and was pretending to generate penal receipt.
Mean time i asked him with loud voice. according to RTI ACT I need the information who are others submitted cheque today, there has to be penalty receipt against there cheque submisssion, the concerned person was in dilemma and started saying that we will raise notice against your firm for delay submission, for the same i answered the officer, you can do what ever you want later. first take my penal amount amount and give me the receipt and give me the information about today overall cheque submission details.
later his colleague spoke to me tactically saying that, Sir you don't have to pay any penal amount we will take care. Then I asked him how come If people pay bribe there will be no penalty, if people resist to pay then you guys threaten them saying that we will send legal notice for delay submission, what is the logic. the concerned person was in no state in answering my questions.
I told them, the same matter i want to bring to the notice of media, then those people was scared and kept mum for themselves. finally one officer came near me and said , sorry for inconvenience we will take care of it and you don't have to pay any penal amount.
Prior to this incident while applying for VAT certificate, same kick back situation i faced.
For this people asking bribe has become Constitutional Right.
I request concerned authorities to keep eye on this anti social elements and save the general public.
Paying TAX prominently itself noting but discharging social responsibility. but the fortune of ours is that, to discharge social duty we have to pay bribe.
I'm upset with the social system.
