Bribe asked for police verification for passprt application

I had applied for the passprt for my mother.When my dad took her for police verification,the man asked for 3000 Rs. Dad denied.he took signed docs,n later said he is not able to find the application docs, n started making excuses.My dad is going there to n fro, n that police official is simply dragging the process, outof non payment. Plz assist n advice.
