Bribe because of tax collector's mistake in the PID No, (Ward No. 59)

In 2009 when paying property tax, the tax collector made a mistake by entering a wrong PID number in the receipt. I went back the same day to point out this mistake, and he made a correction using whitener on the receipt and added his initials on the corrected receipt. This year, when the new GIS based PIDs were introduced, the new tax collector at this ward(59) said that there is no PID number associated with this property. He then said that he can correct the old PID at a fee of Rs. 1600. I approached the Assistant Revenue officer on the 7th of September 2012, and submitted a letter asking for correction of the PID. This took over 10 days to complete, and after many phone calls and visits, the ARO office said that a new PID has been created and assured me that all the tax payment details of previous years are linked to the new PID. The details on the BBMP site now show two PIDs.
When I went to submit the tax with the new PID, the computer operator told me that there are no details of taxes paid for the previous years. The same tax collector who offered to correct this mistake now questioned and threatened me that this property is used for commercial purposes and is not a residential site, and that severe penalties will be given if I provide wrong information.
The tax collector then said that this error in the PID is a 'small mistake' that we can now correct, and wants me to ********** him at the ARO office at 1:00 PM(lunch time), with all the original documents and certificates over the last five years, as well as the original khata certificte and transfer certificate.

I have made several visits to both offices, on my working days, but after a month there has been little progress. I look forward to resolving this problem today, during the lunch time visit, and have the tax paid once this issue is resolved.
