Demanded 25000 to register a flat... paid legal Rs.1020 only with receipt for same.
I recently booked a flat in mumbai suburb western line, when went for registration, I was asked to do the down payment of 25k in cash by officer in order to pay among the staff members & complete the registration process in a day. when refused, he got annoyed & gave me a token to come after a week with each & every proof that stats that I am staying in mumbai from last more than 15 years. When asked how this is linked with the registration process, he said that this is application to all non-maharastrian as per the NEW RULE by Government & I need to produce it if I want to register my property without paying the amount asked.
Being a Government officer, when I asked him the rule number & details of him, he started behaving rudely with me, & didn't allow me to ********** his supervisor, & told me to wait outside the office gate. Also, has kept my file aside & started looking into another file (who was ready to pay him).
I was very annoyed, but didn't want to create a scene there, as my parents were there with me who came to sign as witnesses. I waiting for approx. 2 hrs, & by 12:00 noon again reached him, but there were no expression on his face. Without occurring a single word, place a board "lunch-time" in front of me.
Seeing this, I lost my temper. I straight away went towards the supervisor's cabin, which had a name plate while he was calling me to come back, entered the cabin without knocking & placed my file on supervisor's table.
The supervisor was in socking state, whereas the officer came running behind me. I was asked by supervisor what was the issue, to which I pointed towards the officer standing near me & told "please ask your officer". The officer started conveying his supervisor that nothing had happened; I interrupted him in between & told what exactly had happened & showed him my card & my contact power. The officer was in shock, as he had never expected that. The supervisor apologizes for whatever his officer did; & he took my file for processing.
The officer too started apologizing for his act & was request him to forgive whatever he did. I paid him the legal processing fees of Rs. 1020/- & got the agreement registered within next half an hour.
I promise I shouldn’t be got my file as early as a common man, if I wouldn’t use my power.
The problem here is not only with the system but also with the community… the person standing behind me in line doesn’t have enough time to fight against corruption & he paid him whatever he asked…
It’s not only stopping corruption but to kill the germs of corruption.
