Demanding bribe by registration dept

I have purchased a plot through a developer and got registered after full payment of plot value and registration fee as per latest guidance value of property in that area . After completion of registration process the developer has directly collected the documents from sub registrar office and withholding my registered documents with him and demanding hefty bribe amount stating that he owes to pay the sub registrar office . I am not willing to pay a single penny illigaly. kindly advise how i can get my documents.
