Did not pay a bribe in Tehsil office.

This story is about a very small amount of Rs. 20.
In Anjangaon Surji Tehsil office of District Amravati in Maharashtra. We used to have to file affidavits in school for some academic reason. We used to do in our father's name.
It was popular bribe culture there that the clerk used to take Rs 10 from each person without anhy reason (More than 2000 affidavits in a day).
I was accompanied by my brother, my uncle signed an affidavit and he went to home. We waited for 3 hrs, and when we went to collect the affidavit by giving the person Rs 10. He refused and say where is ********** (my uncle), we said he is our uncle. He asked he should be here or give Rs 20.
It was height of hopelessness. My brother refused to pay. He went to home and uncle came with him. Now, we asked the clerk, he said, "Now pay Rs 10." We asked why ? By which rule ?
After a hot fight, he surrendred and given the paper without money. He lost INR 10 for rudeness.
