Franking Refund

I was about to buy a flat and had bought the stamp papers(worth Rs 1.20 Lac), when I decided against the decision and did not purchase the property. I enquired about franking refund. The agents charge 6-8 thousand for one refund. It is obivious that they also pay bribe. So I decided to do it on my own. I had to spend 2 full days to complete my application and submit it.

But there was 1 missing document. The copy of the bank register from the bank where the stamp paper was bought. The builder had bought it from ICICI bank. ICICI bank does not sell stamp papers any more. So they submitted the daily registers back to the DIGR office. But the DIGR office staff refused to give me a copy since according to them, the bank should keep a copy of the register and use that for customers like me. I talked to the babus and they told me that I will get the refund without the register copy.....but they kept rejecting my file when it actually came to their desk.

Finally I told them that I will use RTI to get the copy and then attach it to my application. On hearing this they offered me tea and also gave the required document.

Finally I got my money back in 2 years, WITHOUT paying any *******
