To Give or Not to Give
It was first violation (Caught) of the Zebra crossing as i tried to push through the yellow light and omnipresent Mamu was poking through my helmet visor, i was getting late for an appointment at another government office where i was making probably 8th round to collect my shop license for a new business i just started. It was getting frustrating as i had chosen not to go through any agents and needed to open bank account and sundry things, and just then this encounter happened on a zebra crossing.
I almost offered to payout but was probably a second late in doing that to the manoos next to me and was asked to park my vehicle aside while they made an effort to go through my documents and finally seized my license.
Notcing my hesitation, i was handed over a receipt and told to report to the police station on the day after to complete the formalities and thats when it struck me, i was being penalised for delay in offering the bribe. If i had paid the chapter would have been over but because i did not offer to SETTLE i would have to be part of the spectacle otherwise called visit to a police station in office time.
To cut the long story short it was an eventful visit where i was mindful of not parking my vehicle in no parking on a busy road while the police station had no space for visitor parking, waited for the constable to come and settle other important matters in the file for 15 minutes and then take over the 100 bucks with an admonishing look into my eyes without offering any reciept.
I wondered if i paid the fine or the bribe. I made an effort to collect all the courage in my frail body and requested to know if i could get a receipt which was duly acknowledged and complied in 5 mins flat perhaps to avoid mis-educating other waiting visitors.
The chapter was over, the first one perhaps in avoiding to pay a bribe.
