Harrasment by Revenue Inspector and village accountant
I own agricultural land in bangalore. After a long battle in court which ruled in our favour, I applied for katha 2 years ago. The thasildar made an order to provide katha in my name. Though the Thasildhar made the order the revenue inspector by name Ravi who is at Taverekere, Bangalore south division, has sent back the file stating that the order has to be confirmed again. These corrupt officials do not do their work just because they are not getting bribe. These people are expecting high bribes may be in several thousands or lakhs.
When I contacted them they said it is not easy to implement katha as it was a dispute and that the procedure is different. They do not ask bribe but harrass people so that they are offered bribes. Harassment is criminal offence. Though I have a court order that rules the title in my favour and there is no other order from higher court restraining it, the officials are still reluctant to do their job. The thasildar cleanly washes of his hands saying that he cannot help. When Thasildar an authority makes an order to make katha and his lower official refuses where is the authority? These corrupt officials village accountant and revenue inspector harrass by saying that they will inform other party who had created the dispute. These things do not matter but I cannot tolerate this harrasment. The whole system is so corrupt and organized that no official takes responsibility. The computer system bhoomi does not work many days in a month. Computerisation is made so that work is done efficiently and faster, but these systems dont work efficiently. The bhoomi officials say that it is because the officials are not clearing the old files and hence system is not accessible. People just come to revenue offices leaving their work for several years or months, but things dont move even with samll bribes. Many unnecessary procedures are made so that it becomes too difficult to get katha, they are not people friendly and these unnecessary procedures are made so that they can harass people to make money. If bribes are given then all procedures are gone. I do not know who can help in getting the katha done. God save people.
