I went to RTO, Yelahanka to renew my driving license with a change in address. The office was supposed to open for business at 10am. I waited till 10.20am and no one was there at the enquiry desk. When I enquired other officials, they said wait the concerned person will come. I lost my patience and with a raised voice, I asked one official why the concerned person is not at the seat even at 10.20. Why you people cause inconvenience to general public? Sensing my anger, one lady official asked me what info I need. After hearing me she listed on a paper the forms to be filled. When I asked for the forms, I was told I have to purchase from downstairs from agents. I questioned, why I need to purchase? You have to provide me the forms. She said the forms have exhausted. Then I retorted saying, when you know your stock is getting exhausted you should procure. I stood my ground and said I will not purchase the forms from agents. Then other official intervened and sent a guy downstairs with money to purchase the forms. I was given the forms purchased by them.

So, what I sensed was it is a nexus between RTO officials and the agents to indulge in corrupt practices and to harass the general public. I pity those people who believe that forms have to be purchased from agents only. Many people will not question the practice followed in RTO. I want a system where the nexus between the agents/brokers and RTO officials is broken and citizens get genuine service worth their time and money. I renewed my DL without the agents and saved about Rs.700/- although I can afford to spend that money. I went myself to RTO to understand how difficult or easy to deal with them. I feel not everyone can deal with them. People who can question and raise their voice can deal with them.
