Paid bribe right under the poster Ipaidbribe.. what an Irony

We booked a flat in Panathur and the registration was scheduled on 4th of October. The builder had advised us to carry 25,000 in cash,since we had already got the DD for the registration assumed that it could be for the miscellaneous expenses. The builder had provided the contact number of the person whom we are supposed to submit our documents. Once we reached the registrar office the guy took the DD and the verified the sale deed. Without any shame he asked if we have the cash ready and right next i see a poster of ipaidbribe. This is the sorry state in we are living, The poster looked like an ornamentation on those shabby walls.He immediately started counting and asked us to relax for an hour. It sounded more like there was a waiting lounge for us to sit and relax. When my husband asked if we will get a receipt for
the cash we paid, he said "yes" but not completely. As we waited we met another owner who has also purchased a flat from the same builder and was there for registration. This guy was also asked to bring 25k cash. With 2 registrations the guy earned 50k within 2hours. I'm not sure how many hands were greased and how many hands the cash was exchanged. But given the number of registrations in a day the guy would have easily made money that someone else like me makes in a month. I'm so angry that i paid the bribe but i couldn't delay the registration any longer. I didn't get any receipts as well for the cash i paid.
So here are some questions that i would like to ask
1. Why cannot we have cameras installed in such places so that everything is recorded
2. Why cannot we have surprise check by Lokayukta or any officials who can verify as why someone is carrying a cash of 50k during his office hours
