Registration doesn't happen without bribe

I went to register a property at sub registrar office. I approached a writer and he mentioned that I need to pay 10k as bribe for the regsitration to happen. If not, registrar will simply reject my documents. It happened in Madanapalle, Chittoor dist, Andhrapradesh Sub registrar office. I heard the officer goes home with atleast 1.5 lakh a day.
