Am the Secretary of One of the Service Union in National Association of Postal Employees Class III in Kalaburagi Postal Division Kalaburagi. Sr. Superitendent of Kalaburagi Division Kalaburagi is retain in Kalaburagi Division Office only since their appointments. All Class III employees are transferred after four years except few. They replied that they kept them in Division Office only for Administrative reason.They violated transfer rules,Indian Constitution article 14 and so many rules. Even in Chief Post Master General Bangalore is helpless to take action against the Divisional Head. Hence I am decided to file PIL against them . I does not to know how to file the petition in High Court Kalaburagi or High court Bangalore . Please give me the suggestion.
