Borewells are being digged in every site

I read in the news papers that the borewell digging is being restricted. But, now I see that 2-3 borewells are being digged every week.
Then what is the meaning of restricting new borewells? Are these new borewells are being digged illegally?
If every site has its own borewell what will happen to the ground water level? Mind you the water level is already abysmally low
in this layout. How can people be so senseless?
