Bribe at Excise Dept?

I want to register our pvt ltd company for central excise. As per Agent the bribe rate is Rs 5000 for Inspector, Rs 5000 for Superintendent, and Rs. 50000 for Commissioner. Can any body tell me what is standard bribe rate in Mumbai area.
Can anybody tell What is implication if the Registration is delayed and manufacturing is started.
