BWSSB - engineer and touts demanding 6k for house renovation

I'm renovating my house in wilson garden. BWSSB engineer & his touts are harassing for 6k. I have approved connection( i pay bills regularly) for last 50+ years and also approved license for a borewell ( i pay 30 rs monthly ). Please help and guide me here.
