Dear respected sir/madam, please guide me the format of, how to file a PIL in high court regarding the hospitals.

brief- many hospitals are charging as per their wish for the patients and also they charge against the dead bodies, citing that the patient is still alive and so we want the each and every hospitals to put the chart in the entrance of the hospitals clearly mentioning the charges for the respective treatment.
