Dear sir, i want to know that what will be the procedure for passport

Dear sir,
i want to know that what will be the procedure for passport because i dont have birth certificate and my year of birth is 1994 . is there any alternate method because except birth certificate i have all my document like 10th mark sheet,adhar card,voter id card,rashan card,pan card,driving liecence.
sir please guide me it will be helpful for me.
