Dear sir/madam,
I am an Banker in Oriental Bank of Commerce, a public sector bank,currently posted in Bangalore. I have decided to buy a flat in my hometown Udupi through the Housing loan provided by my Bank. I had made it very clear that I would be paying only white money and no black money can be paid by me, due to principle and also due to affordability. So finally agreement to sale was made on full amount and I would be paying 5.6% stamp duty Plus 1% registration charges. These will be paid to the registrar on proper receipt. However the question of executing the sale deed arises. So the builder and his advocate are charging me additional 1.32% to 1.5% over the value for which there is no bill. I do not want to pay a bribe of even a rupee. please guide how can i get my sale deed done and registration done along with Khata after registration. please find the details below:-
1. Agreement to sale has been executed.
2. Legal Opinion has been obtained from my bank impaneled advocate.
3. NEC I.e Non incumberence certificate is also obtained.
4.Valuation is done from empaneled engineer.

my questions are:-
1. Exceuting the sale deed :- Can i get the sale deed done from other advocate/document writers/myself since it is flat to be purchased from Builder directly?
2. Is it the duty of the builder to prepare the sale deed and give without extra cost excluding the cost of scanning/printing etc?
3.Can I directly approach the sub registrar fro registry? Note i have only Agreement to sale & legal opinion with NEC presently with me.
