Father expired on duty 7 year ago, His all dues pension,PF etc not paid by PWD, since I decided not to Pay the Bribe

Hi,
My Father expired more than 7 year ago, while working at Public work department at Sultanpur, UP.
No payment made till now. We are fighting since then. They are telling payment will not made untill I pay a fixed percentage of the amount.
We approched to everywhere Head office, RTI, ,PWD Minister, Chief Minister, PM till President.
But nothing happen. Now I am feeling hopeless.
