How do I go about reporting possible illegal ********** theft?

A local politician's crony group is about to start one of those political function-disguised-as-religious-function, on the road in front of our house....Loud speakers, religious idols, film music, etc. It'll probably go on for 3-4 days.

Today, I observed that they have put up some electrical connections, with wires connected to public electric poles.They're possibly illegal, but I'm not an expert.

This is not the first time such functions are being held here, and I've observed in the past that whenever there's ********** cut in the area, the loud speakers also stop. So I'm guessing these guys draw ********** primarily from the public grid, and switch to generator only during ********** cuts.

I'd like BESCOM to investigate if there's ********** theft going on here and take action.

Do you think I should formally complain and ask for an investigation (which may also show there's no ********** theft or they've taken permissions, etc)? Or is there somebody - an ombudsman or such - I can tip off and they'll take it up?

How do you suggest I go about it? I checked BESCOM grievance redressal forms on their website, but I don't see anything related to possible ********** thefts.

Or am I wasting my time by complaining?
