How to not pay bribe to clear import customes

Hi,

We plan to import raw materials and finished goods towards our business. Have heard that it is not possible to clear consignments without bribing officials else they will make life miserable by delays and creating problems. Can anyone suggest best practices to ensure one doesnt need to pay a bribe for doing what is completely legitimate and within rules at the customs import clearance? If someone does ask for a bribe, what is the best way to react? Say no, or complain at vigilance/higher official?
