I am a retired scientist of BARC of age 75. I needed a BC for greencard purpose. Since there was no such registration 75 years ago and that too at small village of Gujarat state, I approached an agent of Navi Mumbai. He claimed that he can manage to get it from any where in India and Charged me Rs.5500/-. He required two affidavits from my relative or friend elder to me and he managed to approach two addresses provided by me within Mumbai. he must have spent about 200-300 rupees and his time for two visits. But he grabbed balance amount and said that he can not do the jab and no refund of money at all.
He knows my vickness that I can not run after him at this age. So I had to loose the entire amount.
Does it come under preview of 'ipaid a bribe' ?
