Please meet the RTO and seek a written endorsement why the amount for the first transaction cannot be refunded. I would also suggest that you file an RTI application seeking to know why your application for driving licence renewal was rejected in the first place and why the amount paid cannot be refunded. Please ask specifically for the provision of the law, or the rules, or circular, which says that the amount cannot be refunded. Normally, government front office staff are often unable to answer such questions or be helpful. The best thing is to escalate matters to the next highest level.

Subsequently I was told that I had to apply for new DL, so fresh application form with fees etc. But I was never returned the amount Rs. 270/- for first transaction. Can you tell me as why I cannot claim the refund when I have not been serviced. And what is the process to get back my Rs. 270/-? I asked the lady at Cash Counter...she said we will not refund.
