I have a driving license issued from rajasthan state on 2000 and from 2001 I am not in rajasthan, but in kerala. License is going to expire on April 2017. Presently I do not have any address in rajasthan, but I have PAN card issued from rajasthan with rajasthan address. So how can I renew my license without attempting a driving test, as presently I am outside India and I have only one month vacation every year. Kindly need advice of some expert.
