I have an old driving licence from my sate and is still valid but

I have an old driving licence from my sate and is still valid but it is the old licence of paper book type..i mean the passbook type.can i get it changed here in delhi for the new plastic one type or do i have to apply for new...plz reply
p.s..
if i can change it,then whats the procedure fo r it.
