I have applied for transfer of landline 080 28564822 in my name

I have applied for transfer of landline 080 28564822 in my name in the month of Sept 2016 from Yelahanka Newtown to Arehalli branch. But I am surprised to note that still the landline is not transferred. The reply of staff is not convincing. Where I have to appproach for immediate transfer?
