I have purchased a new apartment in Mysore which falls under Hinkal Gram panchayat. The builder applied for transfer of Khata for all the apartments (on behalf of apartment owners). Each house owner paid Rs8722/- by cheque in the name of "panchayat development officer" this includes khata issue, tax for 2 years, betterment charges etc. the application was submitted on 20th June 2013, the amount got cleared on 31/7/2013. But the panchayat has not issued Khata till now. The builder representative was following up till now, but when all residents started following up, he gave up. Panchayat people tell us some or the other reason to postpone... because of it we are unable to sell the house also.
Kindly guide me what is the process to get khata without further delay? Will an RTI help? if so, where we should apply?
