I just want to know if I can file a PIL in High Court or Supreme

I just want to know if I can file a PIL in High Court or Supreme Court regarding the following issue. The Issue is The MP (Lok Sabha) from my district is in jail from last 13 months. So rarely he being able to attend the sessions. Need to ask the Union Govt through the Judicial system if there will be re-election. Or they make him immune. Or sent someone else the house of people to represent us. As 2.5 million people are being affected due to that Issue. My district is one of the most backward district of India. so now there is no one to represent the District and its concern.
