Are you ordinarily a resident of India? If you are not, I am afraid you will not be eligible to receive a ration card. The card is for the purpose of receiving subsidised civil supplies and foodgrain. However, it is being considered as an identity card, in the absence of any other document! I would suggest that you add your name to a ration card, only if you are residing in India. If you are not, please do not attempt to do so. The timings of the offices in Delhi would be from 9.30 AM to 6 PM.
