I paid a bribe to a faculty of an educational institute for couriering

I paid a bribe to a faculty of an educational institute for couriering my marks card and certificate in November 2016. Since i cannot go there and personally collect it. Whenever i call him he keeps giving excuses. Some times he doesn't answer my calls.
How should i go about this? YOur kind advice is appreciated.
