I purchased a property in the year 2013 and got registered in 2014....

I purchased a property in the year 2013 and got registered in 2014.
belonging to begur hubli, punchayath property.

I was compelled to pay a bribe of Rs. 20,000 to the registration dept
helper, who has helped to get it registered.

please advice why this is required.
