I want to file PIL in the matter that some goverment dept employees

I want to file PIL in the matter that some goverment dept employees have chance to get upper post by giving departmental compitative exam for their department like police,mantralay and many other but most of the department have not same way to get upper post to their employee.it is against the Constitution.can i file PIL against that?
