I want to transfer a used car on my name but i am surprised to see

• Transfer of Vehicle Registration

I want to transfer a used car on my name but i am surprised to see only 5 options as address proof.
Passport
LIC
Address attested from office only for PSU employee
Voting card

Apart from this they are not ready to accept anything like Aadhar Card,bank statement,Phone bill,electricity bill,house property paper etc...
Now i do not have any of the 5 mentioned address proof..but have all other but of no use..

Now i have to go through agents and pay them heavily ....please suggest
