When you move your vehicle from one State to another, you have to re-register your vehicle and pay lifetime tax again, based upon the residual value of the vehile. Once you pay the residual value of lifetime tax, it is possible for you to get a refund of the apropriate amount of tax, by writing to the earlier State's RTO for the same. However, this is a manual process and therefore, it takes a lot of time before you actually get the refund. One of the national level reforms in the pipeline is to put all the state registration records into one single database, so that you can have an automatic system of refunds, when cars are moved  from one State ot another. but this is likely to take some more time.



With respect to applying for NOC, you can do this through registered acknowledgement post. In case no answer is received within 45 days, then it can be deemed that the registering authority has no objection to your transfer of vehicle.
