My patner got the pf and Esi no near April 2016 but I have no information

My patner got the pf and Esi no near April 2016 but I have no information about this .Due to some issue now he is not director of company .my company is not able to give the pf and Esi because we are already in loss.so please help me how we can stop the pf no and Esi no. Still we do not give pf and Esi to employees .we have 8 employees.
