Our builder paid all the necessary charges for BWSSB in this manner

We were given connection in 2012.
However, last may, BWSSB claimed that we didnt pay BCC. We got BWSSB bank records copy to prove the amount we paid.
After that, since last 3 months, BWSSB is claiming underpayment of BCC. Upon further investigation, we find that the builder has paid for all apartments claiming under 1200 sqft while we have 21 apartments above 1200 sqft. Builder claims he paid as per advice of BWSSB.
Since the builder has washed his hands off, we have submitted that the association will pay the difference amount (as at the time of payment in 2006, for > 1200 sqft)
i.e. (10,000 + 12*200 p.m. - 5600 which was already paid) * number of apartments.
But, BWSSB is demanding that we pay for all the apartments at current rates.
1. Do we need to pay at all - as this as per BWSSB demand
2. If we need to, how much do we pay?
