In Pondicherry to get a international driving permit we have to get a police clearence,health check,and produce the driving regulations of the contry we are visiting appart from the regular documents

These regulations are unusually stringent and do not exist for other places. Are they in place due to special rules passed by the Pondicherry government? I would suggest that you obtain a sample of the rules from other States and raise it before the pondicherry government, to relax these rules, which do not add any value whatsoever to the process of getting an international driving licence.
