Renewal of an out-of-state, expired DL

My DL from Maharashtra expired just more than a month back, and I finally went to the local RTO in Bangalore for renewal. I approached an officer in the RTO who my neighbour had referred to me. He informed me that the "fee" would be Rs. 3500, which subsequently came down to Rs. 2500. I refused and took my documents back saying that I will apply for a fresh license. Now he wants to "help" me get a fresh license at a "premium". I am willing to wait it out and test the system without paying a bribe. Want to know:

- Is it necessary to get an NOC from Maharashtra and attach that with the application? If so, what is the process for doing that?
- Can I go to any RTO in Bangalore or only the local one which has jurisdiction over the area where I live?
- What are the fees for renewal? On the website it says Rs. 100 penalty for >30-days-expired license, plus Rs. 150.

As per Section 9 (a)(i) of Motor Vehicles Act 1988, you will get your driving license renewed provided you have previously held a driving license to drive such class of vehicle and that the period between the date of expiry of that license and the date of application does not exceed five years. Further, as per Section 8 (1) (i) of the said act, you can apply to the licensing authority having jurisdiction in the area in which you ordinarily reside or carry on business. There is no necessity for you to get NOC from Maharashtra. Application for renewal of driving license can be made within 30 days from the date of expiry of driving license. You should use application form CMV 9. If you are more than 40 years of age, you need to submit physical fitness declaration form CMV 1 and medical certificate form CMV 1A. You should also enclose 3 recent passport size photographs and the existing driving license. You have to pay a fee of Rs.50/- in case you file application for renewal of driving license within 30 days from the date of expiry of the driving license. If application is made after the grace period, a fee of Rs.100/- will be levied and an additional fee of Rs.50/- for delay of one year or part thereof reckoned from the date of expiry of grace period. In addition to the above, you have to pay Rs.215/- for renewal of PVC card. You can submit the above documents to Assistant RTO (driving license branch) having jurisdiction over your residence.
