RTO, Mapca refused my application for an International Driving License

RTO, Mapca refused my application for an International Driving License on the grounds that I do not have an Indian Passport. However, I am an OCI (Overseas Citizen of India) resident in Goa . Has this old rule been amended yet to include PIO and OCI card holders?
