What is meant by \"improvement charges\" with reference to Khata Transfer, on sale of an apartment?

As far as I know, improvement charges are payable whenever property is converted from an agricultural property to a non-agricultural use. There have been many instances where apartments have been built on agricultural land, particularly on the periphery of cities, without conversion of the land having taken place. In such cases, government is faced with a fait accompli. They can demolish the apartments, but our administration being a soft one, they usually do not go to such lengths. Therefore, they charge improvement charges to condone the irregularity. It may be that such amounts are being sought from you. 



Alternatively, the builder might be charging an amount towards maintenance.
