Did not pay bribe to get Khata transfer and Certificate

We bought and registered a plot in Kanakapura road recently.
As a follow up procedure we applied for Khata transfer in Uttarahalli BBMP/Revenue office.
The process involved submitting photocopy of registration papers, khata transfer fee DD along with application.
After 1-2 weeks I had to take Revenue inspector for the site visit, after which he filed his satisfactory observation report.
Then we had to wait for another 2 weeks to collect the khata transfer document and new khata certificate in our name.

First we visited BBMP customer care center in Uttarahalli, where the peon offered to get the job done fora lump sum payment of Rs 5000. We knew the actual cost of all these was only Rs. 2500, so we told him "we dont want to pay bribe so where do we go now?"
He promptly guided us to submit the application to BBMP revenue officer at Uttarahalli office in person.
We did the same and the story mentioned above unfolded.

The effect of not paying bribe was I had to cope with the lethargic and ambiguous answers and attitude of the officers.
I had to visit the office 4 times and wait for minimum of 30 mins on average for anything to happen.

My suggestion to anybody willing to go our way is
1. Be explicit that you don't want to pay bribe.
2. Be ready to take your time out during normal govt working hours i.e. 11 AM -1 PM and 3 PM to 5 PM
3. Once you submit application there will be a notice generated within 2 weeks asking you to take revenue inspector for a site visit.
4. Above notice will NOT be mailed to you, so you need to visit again to check if this is generated and fix a time with revenue inspector for site visit. Don't hope to get the site visit done on same day you collect the notice.
5. Make sure you behave nice with inspector as he needs to file a satisfactory observations after the site visit (I gave him a free ride to another site visit he had to do on the same day).
6. Every time you visit the office make sure you ask when you need to come back again (they will never care to check the status and tell you over phone).
