Everyday Milk is sold more than MRP

Everyday all around Ahmedabad and Gandhinagar, common people have to pay Rs.2 per litre extra for buying all packed milk pouches. Shopkeepers don't sell milk at printed MRP. So, everyday common people are looted. Pls take corrective action.
