After running around from one office to another to find out which Tehsildar office will make a domicile certificate for my area, I discovered it was Pannatur. Called up the Deputy Tehsildar on his cell for details about how to apply. He explained everything over the phone patiently. Visited a nearby helpcenter, submitted the documents. Five days later, the certificate was ready. Had to pay only the stipulated fee. No one demanded any favors.
