Got licence NOC without hassle

I was pleasantly surprised to get my driving permit transferred from Mumbai to Pune from Haji ********** RTO without any extra money. As a matter of fact, I went there 15 minutes late before they closed counter. When I requested that came all the way from Pune just for this, they considered case without asking for any extra money.
