Just follow the rules - no bribe
I had to get the hypothecation removed from my Registration and took the necessary documents. I paid the fees and then I was told that I needed an NOC from the bank. I was frustrated. I got the NOC from the bank and submitted the docs. Things worked like clock work and I got the new card without any problem.
