No need to pay a bribe

I had parked my car in a by-lane near a hospital in the morning in a no parking zone. When I went back in the evening, I found that my car's tire was locked and a small slip was put on the windshield with a mobile number to call. When I called that number, a tow-away vehicle arrived with two policemen and a helper who did not look like a police man. Even before the policemen said anything, the helper told me that fine is Rs. 300. They will let me go if I give them Rs. 200. He asked me to choose from the two. I told them that I will pay Rs. 300 fine. Then, the policemen inside got a call from their walky talkie regarding their whereabouts from their boss. When they informed their boss about that, he told them to wait for him. He came on a bike, took out an electronic receipt generator. He slapped a fine of Rs. 200 on me. Rs. 100 for hire charges of the lock and the device used to lock the tire. Rs. 50 for parking in a no parking zone. Rs. 50 for causing obstruction to traffic. He took my digital signature, generated the receipt and let me go.
