10% fee to receive IT refund cheque

The IT refund cheque was returned undelivered to the ITO. When I went to the ITO to collect the cheque, I was asked to pay 10% of the refund due to get the cheque immediately, else it would be sent by post after 4 weeks. Since I had changed my residence - the reason for the earlier non delivery - I paid the money.
